Article 1- Operating License:
All industrial units that take the necessary steps to install production line machinery, supply manpower, and test production
Given that they have an establishment permit or a declaration of establishment or no prior authorization, they may obtain a license to operate in accordance with this instruction.
Note 1: Experimental production constitutes the installation and commissioning of machinery and equipment related to the production of the product as well as the production of the product in a specified period in bulk.
It is the diagnosis of experimental production with industry and mining organizations in the respective provinces.
Note 2: It is necessary to comply with the prohibition on the issuance of a license in the 120 km radius of Tehran or the 50 km radius of Isfahan.
Methods:
Completion of Operation License Questionnaire (according to Form No. 1) is completed by the applicant and after being submitted to the Industries and Mines Organization of the relevant provinces, it is reviewed and approved for completeness.
2.1.1 Capacity To determine the maximum production capacity based on the designated machinery is calculated by the relevant expert (according to Form 2) for three shifts, namely four thousand five hundred hours of useful life with 100% efficiency for all industries per year. (Replacement of previously issued licenses to change work shifts is permitted on this basis.) In cases where the nature of the industry requires calculating all year round as business days (such as cement and glass plants) Six thousand five hundred hours of useful life increases with 100% efficiency.
If due to the size and complexity of the production line, capacity assessment is not possible for the Provincial Organization of Mines and Industries. Approval based on the level of capacity determined by the designated industrial consultants approved by the State Management and Planning Organization or through an industrial organization. Relevant (if available) is required.
3.1 In the case of units having several separate production lines, only one or more of the entire production lines ready to be exploited is permitted to issue an operating license for those lines.
Note 3: For units that are part of the total capacity ready to be exploited.
4.1 All products that are not part of the product line process and are considered as raw material or product line services (such as molding in a shoemaker) as a by-product and in accordance with the operating license or mention of capacity and shift work ( 2.1) Indicates.

7-1- The cost of issuing an operating license shall be deposited into Treasury Account No. 310 pursuant to Resolution 18154 dated 4/4/1364 (Appendix 4).
8-1- The Operating License is prepared based on the information collected in the special color sheet along with the Operating License submission letter (Forms 5 and 6).
9.1 Operating Licensing Units that have succeeded in increasing the capacity contained in their licenses or have produced new products, whether or not homogenous with the previous product, have undertaken new operating licenses in accordance with clauses (1). 1) Export (8-1).
